Responsible Bidder laws allow governmental entities to make sure that contractors on taxpayer funded projects meet several requirements such as accreditation, certification, licensing, worker safety, state of Wisconsin apprenticeship program participation, drug testing, health care, and retirement security.  These types of qualifications make certain that qualified firms are awarded projects, not cut rate contractors that claim they will get the project done for the very lowest cost regardless of how workers are treated or the quality of the work.
